A borough on the rise, with a council driving change

Stockport Council is at the heart of one of the UK’s most exciting regeneration stories. With a bold £1billion transformation of the town centre already underway, the council is leading an ambitious programme to create a thriving, sustainable borough for residents, businesses and communities alike.

Guided by its “One Stockport” strategy, the council is focused on four key priorities: driving investment and regeneration, strengthening education and skills, improving wellbeing across neighbourhoods, and supporting those most in need. Alongside this sits a clear commitment to climate action, housing growth and cultural development, helping to shape a borough that is not only prosperous, but inclusive and future-facing.

Having partnered with Stockport Council on a number of projects over the years, Future was invited to help define a powerful new brand positioning, one that could truly reflect the scale of their ambition and the impact of their work.

Challenge

Capturing ambition, shifting perception and uniting audiences

Stockport Council isn’t a typical local authority. It’s progressive, proactive and determined to make a difference in challenging times. But like many councils, it faced a perception gap, between the scale of its ambition and how it was understood by residents, stakeholders and even its own workforce.

Our challenge was to distil a complex, multi-layered organisation into a single, compelling idea. One that would:

  • Capture the energy behind Stockport’s transformation
  • Differentiate the council from traditional, transactional perceptions of local government
  • Reflect its commitment to opportunity, inclusion and long-term impact
  • Resonate equally with external audiences and internal teams

Crucially, the positioning needed to work just as powerfully for a senior leader driving inward investment as it would for a frontline worker supporting vulnerable residents. Simplicity, clarity and authenticity were key.

Approach

Finding the idea that connects everything and everyone

Working closely with the Chief Executive and Senior Leadership Team, we combined deep local knowledge with research and insight to explore a range of strategic positioning territories.

Through a collaborative and iterative process, we tested, challenged and refined these ideas, ensuring they were both aspirational and grounded in reality. What emerged consistently was a powerful dual theme: ambition and opportunity.

This led to the creation of a simple yet highly scalable positioning:

“Ambitious Stockport. Creating opportunities for everyone.”

The line captured the council’s determination to push boundaries and deliver meaningful change, while reinforcing its inclusive mission to benefit all communities. It also acted as a rallying call internally, encouraging every employee, regardless of role, to think and act with ambition and to create opportunities in their everyday work.

Once established, we brought the positioning to life through a comprehensive rollout. This included the development of brand guidelines, values, messaging frameworks, templates, signage, office environments and a wide range of supporting assets, ensuring consistency and impact at every touchpoint.
